Jefferson City, MO — The Missouri Association of School Administrators (MASA) is pleased to officially welcome Dr. Mark S. Penny as its new Executive Director, effective July 1, 2025. Dr. Penny assumes the role following the retirement of Dr. Doug Hayter, who led MASA with distinction since 2017.

Mr. Jerry Girdner, MASA President, stated, “Dr. Penny is a recognized and respected leader. He possesses the vision, integrity, and collaborative spirit necessary to support Missouri school leaders while guiding MASA into a new era.”

A longtime Missouri superintendent and past MASA President, Dr. Penny brings more than 25 years of educational leadership to his new role, including 16 years as a district superintendent. He most recently served as the Superintendent of the Lincoln County R-III (Troy) School District from 2011 to 2024. Dr. Penny also served in multiple leadership roles in the Moberly School District and has mentored dozens of administrators across the state.

“As someone who has experienced firsthand the demands and rewards of the superintendency, I am deeply committed to strengthening the work of our school leaders,” said Dr. Penny. “When we equip superintendents with the support and tools they need, we ensure strong public schools, and in turn, a stronger future for Missouri’s children.”

Dr. Penny’s approach is known to be hands-on and proactive. He is described as a “boots-on-the-ground” leader, someone who listens, engages directly with members, and isn’t afraid to roll up his sleeves. Among his top priorities is leading MASA through a strategic planning process for the first time since 2015, ensuring the organization remains forward-focused, member-driven, and aligned with its mission: To develop and support effective public school leaders who positively impact the lives of Missouri students.

As part of this vision, Dr. Penny is overseeing a series of internal improvements focused on enhancing the member experience, including better access to resources, streamlined communication tools, and a more user-friendly digital presence. These efforts reflect a renewed commitment to meeting members where they are and equipping them with timely, relevant support.

“We’re at an important moment for public education in Missouri,” said Dr. Penny. “With legislative challenges, evolving community needs, and new demands on school leadership, MASA must be agile, bold, and responsive. I’m excited to help lead that charge, always in partnership with our members.”

Dr. Penny holds a doctorate, specialist’s degree, and master’s degree from William Woods University, and a bachelor’s degree from Arkansas State University. He has served on numerous statewide education boards and committees, and in 2023 was named Troy Area Chamber of Commerce Man of the Year and received the MO-CASE “Friend of Special Education” Award.

He and his wife, Cassandra, reside in Troy. They have three children: Lizzy (28), Grant (24), and Sydney (19).
